Windows 10 icloud photos not downloading

Question from Why iCloud photos not syncing to Windows 10? Why can't I transfer photos from iPhone to Windows PC? Any ideas? Thanks. And the program says “Excluded (not synced)”.

But only about 3GB of photos were uploaded, and the rest are not synced. I have a lot of images that are about 4GB, and I tried to move them to my iCloud drive on my Windows 10 PC.
